The very First Issue of  Starlight Express Newsletter was created by the Editor and Chief Pat Ifft on February 29, 1992 and since then is maintained and produced monthly by her for 17 years! All Starlighter's owe immense gratitude to Pat in keeping them informed with all happenings good and bad.

Summer is still a month away, but life at Starlight has slowed to about 20 t.a.o. (total apartments occupied). Daytime temps are reaching 87 degrees, and nights still fairly cool at 70 or thereabouts. The Gulf is a comfy 82, and our pool is warmer still. We have a couple more weeks before hurricane season begins, so this is a sweet time of year.

This issue will bring you up to date on the news from the most recent Board meeting, with mostly bits and pieces… big event to detail……but hopefully information that you will find helpful.

Two Reports for your use:
  • A new roster of Starlight Owners is being formulated and should be available in a week or two. It will be posted on our website, and for those of you without computer access, your copy will be mailed to you.
  • A copy of the Wind Mitigation Inspection Report,(PDF file), received recently from a licensed building contractor after his inspection of our new roof installation, is posted on our website and will be mailed to those without computers along with this issue of the Express. This report may be given to your homeowners insurance carrier, and it may reduce your premium.
Our Association Insurance Agent, Jeff Bajza was a guest at the Board meeting on Thursday, May 13. He gave a run-down on our insurance coverage and answered questions from the Board. Our building is insured for $8.3 million for windstorm damage, with an additional $428,000 coverage for the fence, pool, and garages, with a 3%/$1000 deductible. All other perils (excluding windstorm) coverage is $8,762.568. There are various deductibles with this policy. We pay $54,915 for our insurance policies.

One other item regarding your own homeowners policy: IF you have “Assessment Loss” coverage, you may be able to recoup some (up to $2,000) of what you paid for the two assessments for the building refurbishment and the roof. Three of the four pieces of documentation you will need can be accessed on our web site on the password protected section. (If you don’t have email, phone Resource to have a set mailed to you.) The 4th is your individual unit account, which shows your record of assessment payment. Request this info by emailing: Those without email may phone 727.581.2662.

Kevin Hing, our resident Beach champion, and chairman of the SPB Beach Stewardship Committee has a great blog: Check it out for all kinds of good info. The latest on the beach renourishment is that it is pushed back to July or August. One date Kev wants you to remember: Saturday, June 26 ….. for sea oats planting on Pass-a-Grille Beach. Meet at the Paradise Grill in PAG at 8 a.m. Wear sunscreen and dress appropriately.

Kevin represented Starlight Tower on April 10, when he presented a Certificate of Appreciation to Commissioner Christopher Leonard, for his years of service on the St. Pete Beach City Commission. Commissioner Leonard’s dedication to beach preservation and storm protection for the city’s upland properties earned him the respect and admiration of Starlight Tower’s owners and residents. Mr. Leonard made numerous visits to Starlight over the past years, to view first-hand the status of beach restoration, the erosion problems that have plagued us, and the impact of these problems on upland property owners.

- The Board is pursuing the possibility of heating the pool with natural gas, which would be a huge saving, about $7,000 a year. Woody’s uses natural gas, and Envoy Point is in the process of applying. Will we be next in line?

- At their meeting Thursday evening, the Board voted to accept a bid to have the elevator floors retiled. Unfortunately, new lighting cannot be installed, because it would lower the ceiling height in the cabs too much for practicality.

- Envoy Point is seeking a permit to erect a 5-ft. fence, similar to ours. The re-installation of the decorative wheel on the south end of our property to deter trespassers is being investigated by our attorney with an on-site visit to see the problem firsthand. He will inform the board of his opinion on its restoration. The wheel was removed a few weeks ago at the request of several owners.

- Remember if you want to schedule the rental of the guest apartment#106, contact Bobbi (of Bobbi’s Cleaning Service) at (727)687-6519.

- Many thanks to Stan Bryk (608) who will act as a “light sensor” and will monitor the turn-on and turn-off of the building lights for correct time settings.

- A committee was formed to “tweak” the Rules and Regulations. If you wish to volunteer, get in touch with Bill Wales (308).

Some very sad news:


  • Hugh McGuigan, Apt. 501, formerly Apt. 308, died this morning after a long illness. Our sincere sympathy to Nancy, and all the McGuigan family. Hugh was “Mr. Starlight” and served as Board President for many years. He surely will be missed!

This is an appropriate place to thank Hugh McGuigan for his long years of service to Starlight. Hugh moved here in 1986 from Long Island where he was Superintendent of Schools at Port Washington Union Free School District. He has served on our Board for most of his years here, many as President. In Hugh’s words:

“Twenty years of active service is enough for anyone. I believe that it is time for newer and/or younger people to assume responsibility and bring new ideas before us. Of course I will help any Board member who asks for assistance. Thank you for your many years, weeks, and days of support and best wishes to our new President.”

Thank you, Hugh, for your long years of devotion to Starlight Tower.

  • Sending good wishes to Jack Carlock for a complete recovery from his bike accident a couple of weeks ago.
  • And we (Ed and Pat Ifft) are delighted to announce the birth of our first great-grandchild, Isabelle Katherine McKay, on May 3.
  • Welcome to Jenny Colwell, who is renting 506 on an annual basis.
  • And welcome to Mr. & Mrs. Mike Brennan who will be new owners of #102. They are son and daughter-in-law of Jim Brennan (206).

This is the last Express until late August/September.
